Victim Assistance Program Supervisor (Open Until Filled)

Under general supervision, the Victim Assistance Program Supervisor manages the Victims’ Assistance Program and staff for the Crook County District Attorney’s Office (CCDA); assigns cases, manages workflow, and assures effective services are provided to victims of crimes, in compliance with Oregon Statutes and regulations, and DA Office polices and procedures.

  • Number of Employees Reporting to This Position: 2 FTE plus volunteers
  • Manage CCDA Victims’ Assistance program; identifies and resolves problems; monitors operations, evaluates issues, and develops solutions; assures compliance with state and federal regulations and County policies and procedures.
  • Supervises, trains, and schedules assigned VA staff and VA volunteers. Monitor work, and evaluates performance, meets regularly with staff to discuss and resolve priorities, assignments, problems, schedules and client service issues.
  • Provide direct services, advocacy and crisis counseling to victims and witnesses.
  • Assess the needs of victims, provide accurate information and clarification regarding the criminal justice system as it pertains to victimization, civil protection orders, crime seriousness and sentencing. Contact victims by phone, written notices and in person several times a month. Provide emotional support and help with locating resources. Provide crisis counseling/peer counseling to victims.
  • Provide staff supervision, development and coordination of volunteers. Recruits, selects, trains, and supervises daytime advocate staff.
  • Develop partnerships with statewide authorities and local community professionals.
  • Provide technical support and training regarding the criminal justice system, civil protection orders, and victim issues community allies.
  • Attend local meetings and participate in local committees to develop, enhance and maintain resources and services for victims and their families.
  • Provide duties required for fiscal management and development of the program. Working with the District Attorney, prepare and manage the annual budget.
  • Correspond frequently in telephone calls, letters and flyers. Attend statewide conferences and training.

  • Research, draft, apply for and administer all grant awards. Complete necessary progress reports and expenditure reports.
  • Plan, direct and implement programs and services for victims.
  • Provide media and public relations for the program. Work with the media to provide outreach to victims, recruit volunteers and enhance awareness of the program. Attend community meetings. Provide training and technical support to local agencies and organizations.
  • Perform other business duties as needs assigned.

  • State regulations and standards governing the administration of victims’ rights laws for both juvenile and adult justice systems.

  • Principals of caseload management, record keeping, case files, and records management
  • Legal system and law enforcement agency procedures, protocols, and terminology.
  • Effective grant writing skills.
  • Laws and regulations governing the release of information and confidentiality.
  • Effectively work with angry, hostile or upset clients and make effective decisions under the stress of deadlines.

  • Knowledge of legal procedures and terminology.
  • Ability to communicate effectively in writing and verbally with people who have a variety of communication skill levels.
  • Establish and maintain cooperative working relationships with attorneys, community partners, and the public.
  • Ability and skill to contribute to a positive work environment.
  • Must be able to perform a variety of keyboard functions.
  • Must possess good oral and written communication skills.

IV.      Qualifications: 

  • Education – Associates degree or equivalent; AND three years of victim assistance program or criminal justice system experience, including managerial experience; OR any equivalent combination of training, education, and experience that provides
  • Current Oregon driver’s license
  • Must attend and complete the State Victim Assistance Academy within 1 year of hire date and become a certified Victim Assistance Professional within 2 years of hire date.
  • Prior to or on date of hire:
    • Able to complete a thorough employment and/or criminal history check
    • Able to successfully pass a pre-employment drug test.

  • Work environment:
    • Work is performed in a standard office and courtroom environment. Night and weekend work may be required. Responding to crime scenes may be required.
