Responsibilities:

  1. GIS Project Leadership: Lead GIS projects from conception to completion, collaborating with cross-functional teams to define project requirements, timelines, and deliverables.
  2. Data Management: Oversee the acquisition, organization, and maintenance of spatial datasets, ensuring data integrity and accuracy. Develop and implement data standards and protocols for GIS operations.
  3. Spatial Analysis: Conduct complex spatial analyses to support planning, resource management, and decision-making processes. Utilize advanced GIS techniques to identify patterns, trends, and relationships within spatial data.
  4. Cartography and Visualization: Design and produce high-quality maps and visualizations for internal and public consumption. Ensure maps adhere to cartographic principles and effectively communicate spatial information.
  5. Database Management: Manage GIS databases, including data storage, retrieval, and optimization. Develop and maintain spatial databases to support GIS applications and workflows.
  6. Application Development: Develop custom GIS applications, tools, and scripts to automate workflows and enhance GIS capabilities. Proficiency in programming languages such as Python, JavaScript, or SQL is required.
  7. User Support and Training: Provide technical support and training to GIS users across the organization. Assist users with GIS software usage, troubleshooting, and best practices.
  8. Spatial Data Governance: Establish and enforce policies, procedures, and guidelines for spatial data governance and compliance. Ensure adherence to data security and privacy regulations.
  9. Research and Innovation: Stay informed about emerging trends and technologies in GIS and spatial analysis. Explore innovative approaches to GIS problem-solving and recommend strategic advancements.
  10. Collaboration and Communication: Foster collaboration and knowledge-sharing among GIS team members and stakeholders. Communicate GIS concepts and findings to non-technical audiences in a clear and accessible manner.
  11. Budget Oversight: Collaborate with the CIO in the development and management of the IT budget.

Qualifications:

  • Bachelor's degree in Geography, GIS, Computer Science, or a related field is required. Master's degree preferred.
  • Minimum of 4 years of experience in GIS analysis, database management, and application development, preferably in a local government or public sector environment.
  • Proficiency in ESRI ArcGIS Pro and other GIS software platforms.
  • Strong knowledge of spatial analysis techniques, including geoprocessing, spatial statistics, and network analysis.
  • Experience with relational databases (e.g., SQL Server, PostgreSQL) and geodatabases.
  • Proficiency in programming languages commonly used in GIS, such as Python, JavaScript, or R.
  • Excellent analytical, problem-solving, and critical thinking skills.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Proven ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
  • Knowledge of local government operations, policies, and regulations is desirable.

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Required Education and Experience

  • Bachelor's degree in Information Technology, Computer Science, or related field.
