Community Corrections L.E.A.D. Program Coordinator (closes 9/27/24)

We are excited to announce a new opportunity within the Crook County Sheriff’s Office's Community Corrections division. As a grant-funded position, continued employment is contingent upon ongoing grant support. We are seeking a dynamic and dedicated individual to join our team and contribute to the success of this project.  

Job Purpose:

The Law Enforcement Assisted Diversion (LEAD) Program Coordinator will oversee the implementation and day-to-day operations of the newly established LEAD Diversion program. This role involves working directly with clients who have substance abuse issues. The Coordinator will conduct initial intake assessments and refer clients to community resources for substance abuse treatment. Additionally, they will collaborate with community treatment organizations to monitor client progress within the program.

The Program Coordinator will also liaise with the Crook County District Attorney’s Office to ensure accountability for clients who do not participate in the program. Regular meetings with community partners, attendance at community events, and collaboration on resource development will be essential to creating a comprehensive support network for people who use drugs. Engaging with groups historically affected by racial and economic injustices and incorporating their perspectives into program development will be a key part of the role.

The position requires extensive data entry for accurate grant reporting and will primarily involve office-based work, with occasional field visits or meetings in jail settings. The Program Coordinator will provide direct services to LEAD clients and is expected to demonstrate a high level of commitment, professionalism, and responsibility. As this is a new program, the role may evolve over time. Certification by the Oregon Department of Public Safety Standards and Training (DPSST) is not required for this position.

I.        Duties, Tasks and Responsibilities:

  • Manages, oversees, and monitors assigned high complex interdivisional and countywide LEAD program to assure compliance with statutes, guidelines, budget parameters, and grant funding requirements.
  • Assesses program service provision needs and systems of the LEAD program; analyzes information on service utilization, referral systems, community needs, services evaluations, and program management; and identifies needed service additions and modifications.
  • Gather information necessary to identify and assess risk factors for harm to self or others in the context of client’s current psycho-social state and the level of use of controlled substance. Prepare this information in written form to be past along to treatment provider.
  • Develops and maintains collaborative relationships with providers of physical and mental health care, shelter and housing, chemical dependency treatment, and other community programs which may support participants.
  • Establishes program goals and objectives for core service delivery needs of the LEADS program.
  • Manages continuous quality improvement of programs and services being utilized; gathers and analyzes data on program operations; develops required metrics and reporting structures used to evaluate programs and communicates outcomes.
  • Provides or coordinates management and staff training related to program area; monitors program operations.
  • Attends regularly scheduled workgroup, team, and staff meetings.

Reports and Record Management:

  • Maintain Corrections Information System (CIS) records necessary to the effective operations of the program.
  • Prepare and submit reports to the Court and District Attorney’s Office
  • Compile and maintain accurate and timely reports for the District Attorney and/or Courts.
  • Prepare written notices for law enforcement agencies and the public.
  • Enter and update data in multiple in computer data bases and grant tracking software.
  • Testify in Court or before the Grand Jury as necessary.

  • Must wear/use PPE when in any situation where exposure to biohazard is likely.
  • Ability to use a computer keyboard and mouse.
  • Work effectively with angry, hostile or upset offenders or citizens and maintain a calm demeanor.
  • Able to make effective and appropriate decisions under times of stress.
  • Cope with the physical effects of acute emotional personal stress (fear, anger, etc.).
  • Carry out policy directives in an effective and timely manner.
  • Establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public, coworkers, and or/vendors. 
  • Ability to successfully complete a 12 month probationary period.

III.      Qualifications: 

  • A bachelor's degree in behavioral science (psychology, social work, or related field.)  An associates degree along with 5 years experience in coordinating social services programs may be substituted for bachelor’s requirement.
  • Documented work history working with criminal justice-involved individuals or persons with substance use disorders.
  • Minimum 21 years of age
  • U.S. Citizen; or ability to obtain U.S. Citizenship within 18 months. (OAR 259-008-0010)
  • Valid Oregon driver’s license by time of appointment.
  • No criminal record or extensive traffic violation record.
  • Must hold or be able to obtain LEDS Certification.
  • Must be able to obtain a CJIS Security Clearance.
  • Prior to or on date of hire:
    • Able to complete a thorough employment and/or criminal history check.
    • Able to successfully pass a pre-employment drug test (not required for all positions).
    • Final candidates will be required to provide official proof of college degree and certified transcripts (not required for all positions).

  • Fair Labor Standards Classification: Non-Exempt
  • Position is NOT part of the Collective Bargaining Agreement (CBA) and Association Representation does not apply; However, Salary Schedule, COLA increases, insurance benefits, PTO and Sick benefits, as well as retirement contributions shall be calculated using the same criteria as the terms outlined for CBA members.
