I. Job Purpose:
This position is primarily responsible for performing professional environmental health work in connection with enforcement and public education related to administration of the County’s on-site wastewater management program. The program is administered by Crook County under a memorandum of agreement with the Oregon Department of Environmental Quality and applies to residential and small commercial on-site septic systems in the County not having access to City sewer services that generate less than 2,500 gallons of waste per day.

II. Duties, Tasks and Responsibilities:
- Conducts research or performs investigation for the purpose of identifying, abating, or eliminating sources of pollutants or hazards that affect either the environment or the health of the population. May collect, synthesize, study, report, and recommend action based on data derived from measurements or observations in the field.
- Provides technical assistance to the public and addresses questions regarding proper residential and small commercial on-site wastewater management.
- Conducts on-site evaluations to determine the type and size of onsite system that is suitable for a specific property.
- Evaluates existing on-site systems and issues reports on system age, type and other basic information.
- Reviews construction permit applications to ensure that systems are installed in a manner that is consistent with the site evaluation.
- Reviews and issues permits to repair existing systems based on on-site system inspections.
- Conducts on-site inspections and surveys public facilities to assure compliance rules and regulations are met.
- Inspects systems to authorize reconnections, additional connections and changes of use for existing system.
- Conducts inspections in conjunction with the County compliance officer to address concerns related to improper discharges and unpermitted systems. Informs all parties of results of the investigation and preventative or corrective actions.
- Assists other Community Development programs (compliance, planning, and building) in issues related to wastewater management.
- Participates with other agencies as requested to investigate the factors that may impact public health and safety related to wastewater management.
- Works with Environmental Health Permit Technician to meet Oregon Department of Environmental Quality Reporting Requirements.
- Works with Oregon Department of Environmental Quality to provide technical assistance to address larger wastewater treatment system and special waste streams.
III. Skills, Knowledge and Abilities:
- Thorough knowledge of the principles and practices, laws, regulations, and administrative policies governing onsite wastewater management;
- Requires well-developed human relations skills to communicate technical concepts to others, maintain harmony within a work team, conduct in-service training, resolve conflicts, and convey courteous responses to customer inquiries.
- Demonstrated ability to effectively work with customers in a regulatory setting; to establish and maintain effective working relationships with managers, county authorities, employees, and the general public; and to communicate effectively both verbally and in writing.
- Bachelor’s degree in an environmental health field such as soil science, public health, chemistry, microbiology, or ecology.
- Must maintain registration with the Oregon Environmental Health Registration Board as a Registered Environmental Health Specialist (REHS), waste water specialist, or waste water specialist trainee per Oregon Revised Statute (ORS) Chapter 700.
- Prior to or on date of hire:
- Able to complete a thorough employment and/or criminal history check.
- Able to successfully pass a pre-employment drug test (not required for all positions).
- Final candidates will be required to provide official proof of college degree and certified transcripts (not required for all positions).
