Performs straightforward or standardized appraisals of real property to establish a fair and accurate value upon which taxes will be assessed. This position works under the occasional supervision of the Chief Appraiser this position is responsible for the appraisal of residential property in accordance with statutory requirements. The individual will be tasked with completing noncomplex appraisal assignments, will specialize in one type of appraisal work and may be introduced into more complex appraisal assignments such as farm, forest, commercial or industrial as their experience and knowledge increases. Incumbent independently performs appraisals requiring knowledge of basic principles and practices of property appraisal and real property law. Close guidance is provided in accomplishing work involving unusual problems on use of unfamiliar procedures or techniques. Work results are reviewed for accuracy, completeness, and compliance with policies and regulations. Incumbent must have knowledge of the principles of ad valorem taxation and of the property tax laws of the state including modern principles of real and personal property appraisal. The individual must also have an understanding of real estate documents and cadastral mapping as well as have the ability to read and comprehend blueprints for valuation purposes.

  • Keeps current with trends and developments related to essential job competencies.
  • Inspects properties including land and improvements in all weather conditions including heat, snow, rain, hail and wind, measures buildings, takes detailed notes, sketches and computes square footage for non-complex buildings, makes clear and concise reports and recommendations relating to appraisals.
  • Completes appraisals for all property types and arrives at a final value estimate while capturing exception value under Measure 50.
  • Answer inquiries, counsel and assist the public in-person, over the phone, via email and in the field with various appraisal and assessment questions and interpretation of applicable laws and administrative rules. Communicate clearly, tactfully and persuasively in high stress and complex situations and have the ability to defuse situations with angry and agitated customers.  
  • May assist in establishing benchmark adjustments for views, topography, location and other factors; may value market land and apply applicable adjustments. 
  • Uses appraisal specific software to compute reproduction costs and applies depreciation and obsolescence factors as necessary to determine real market values of structures.
  • Gathers and evaluates sales data for the purpose of determining trends as indicators of current value.
  • Gathers data to establish benchmarks for appraisal purposes.
  • May assist in the set up for reappraisal areas. 
  • Defends values of properties and testifies before property tax appeal boards.
  • Consults with property owners, realtors, investors, etc. in matters of property appraisals and values.
  • Assist in interpreting current Oregon law and regulations in property tax matters.
  • Resolves public relations and procedural issues involving values.
  • Explains current Oregon property tax law to the general public and other county departments. 
  • Attends continuing education and tech group meetings to keep abreast of current appraisal methodology and laws.

Supervisory Responsibility

This position has no supervisory responsibilities

Work Environment

This job operates part time in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 

While performing the appraisal duties of this job, the employee is occasionally exposed to a variety of extreme conditions at inspection sites, including all weather conditions such as heat, snow, rain, hail and wind. On occasion, may have interaction with upset or hostile taxpayers during phone calls, field inspections, or at the customer service counter.

Physical Demands

While in the office this is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary.

In the course of inspections, this position is very active and requires standing, walking, bending, kneeling, stooping, crouching, and stretching. The individual must be able to stand for long periods of time, climb gates, walk moderate to long distances.

Position Type and Expected Hours of Work

This is a full-time position. Days and hours of work are primarily Monday through Thursday, 7:00 a.m. to 5:30 p.m.          


Some travel may be expected for this position for training and in the course of performing appraisals will be required to drive to and from the appraisal sites.

Required Education and Experience

  • Associates degree in real estate, appraisal, mathematics or a business field.
  • 2 year(s) of progressively responsible experience in an Assessor’s Office appraising real and personal property or 1 year private sector appraisal experience required or any satisfactory combination of experience and training which provides the required knowledge, skills and abilities may be acceptable.
  • Certification as a qualified appraiser as set forth in ORS 308.010 or ability to acquire upon hiring.
  • Valid Oregon driver’s license

Preferred Education and Experience

  • Bachelor’s Degree in real estate, appraisal, mathematics, or a business field.

Additional Eligibility Requirements

  • Able to complete a thorough employment and/or criminal history check.
  • Final candidates will be required to provide official proof of college degree and certified transcripts (not required for all positions).

Safety Sensitive Requirements

This position is not considered to be a safety sensitive position however will be required to operate a County vehicle and candidate must successfully pass a pre-employment drug test.
